Who
runs the PHA?
The governing body of a PHA is the Board of Commissioners. The Board
of Commissioners functions similarly to the Board of Directors of
a private corporation. The main role of the PHA Board is to establish
policy for the PHA (e.g., personnel policies, rent collection policies,
dwelling lease provisions, grievance procedures, etc.)
Board members
are appointed by the local government official (e.g., mayor, county
commissioners, etc.), and serve as non-salaried public officials.
The Board also
selects and employs an Executive Director for the PHA. The PHA Executive
Director is responsible for carrying out Board policies and for
the efficient day-to-day operation of the PHA. This includes hiring
and supervising any additional PHA staff required to fulfill the
PHA's responsibilities.
